In July, Representative Mark Souder was invited to attend the New DAWN program’s
news conference at Ligonier Elementary School.  He was unable to attend, but a
representative from his office attended and presented the following letter from the

Dear Matt:

Thank you for inviting me to participate in this event.  I am sorry that I could not be with
you to celebrate this grant award, but Congress is in session today and I need to be in
Washington, D.C. to vote on legislation to help schools recruit quality teachers.

I would like to commend LEAP of Noble County and your partners for your efforts to
improve adult literacy in Noble County.  This award recognizes all your hard work on this
project.  One of my priorities as your Congressman is to do everything in my power to
improve employment opportunities for people in northeast Indiana.  A key part of
bringing jobs to this area is to be sure we have the best-trained workforce available.

My staff has worked with LEAP for the past couple of years to obtain additional funding
for adult literacy programs.  Your successful application shows how hard work and a
coordinated community effort can make great things happen in northeast Indiana.  Thank
you again for this opportunity and congratulations!
